Information centers aiming to provide local level consultancy services to users on industrial property rights are named as PATLIB Center by the European Patent Office (EPO). PATLIB Centers are expected to specialize in patent preliminary research; in addition to patent research, some PATLIB Centers can provide consultancy services on technology and competitor tracking, patent statistics, patent valuation, patent strategy determination, commercialization and technology transfer.
EPO has initiated the PATLIB 2.0 Project in order to improve and develop PATLIB Center processes, and TÜRKPATENT has signed an agreement with EPO in 2020, including this project.
In this context, 50 of the 200 Information and Documentation Units operating in our country were selected as PATLIB Center by TÜRKPATENT, in accordance with the standards of the PATLIB Center. Özyeğin University Technology Transfer Office (ÖzÜ TTO) was among these 50 PATLIB centers selected.
The applications collected based on the call opened for the establishment of an Expert Network within the scope of PATLIB 2.0 project were evaluated by EPO. In the evaluation made, Turkish Trademark and Patent attorney İzlem Şahinkaya, who worked as Intellectual Property Rights Specialist at ÖzÜ TTO, was among the 10 PATLIB experts selected from Turkey.
